I like frog-men, so I’d use that instead of a fairy-tale talking animal. The vow of silence suggests monastic or other religious motivations.

Why do they need to speak specifically? Perhaps because the information cannot be written down. Perhaps they know a unique spell with a verbal component the PCs want to learn. Maybe they just want it cast.
