Our Legion Needs You

A friend who liked Dragonlance purchased the Time of the Dragon box, but after discovering it was effectively a new setting, never used it.
The illustrations, such as the nomadic elves and skull-faced gnomes, were fascinating. It was familiar, but still novel. Sadly, I’ve never found enough interested players to use it, either.
These many years later I still have notes from a campaign idea for playing in the Imperial Legion. The Lawful Evil society of the minotaurs started with Imperial Rome + differences. Given that the Romans were probably Lawful Neutral on their better days, borrowing from Earth history gives us material for centuries of play.
For example, if the League were to expand the towns in Northern Hosk with land-grands for veterans in the manner of Roman colonia, that will certainly bring them into conflict with the nomads.
- The PCs could receive title to land and now have to hold it.
- If they are in the Legions, then they'll be sent to protect the settlers.
- On the other side, they might be elf-clan or Uigan whose seasonal pastures are being fenced in and converted to farmland.
